Shoreline Master Program Request for Qualifications


Kenmore , Wash. – The City is requesting submittal of Statement of Qualification (SOQ) proposals from qualified consultants or a consultant team with experience in preparing a SMP that will be coordinated and integrated into the City’s Comprehensive Plan and associated development regulations and that shall be prepared in conformance with the Shoreline Management Act (SMA), Shoreline Master Program Guidelines (Guidelines) and the Washington Administrative Code (WAC). City adoption of the SMP is required by December 2009.

The City of Kenmore has received a grant of $146,200 from the Department of Ecology to prepare an updated Shoreline Master Program ( SMP). Of the $146,200, received from Ecology, the City has designated approximately $132,200 to pay for consultant services to assist in the update of the SMP. Minority and women owned businesses are encouraged to apply.

The SMP update will include an inventory and analysis of current shoreline areas, ecological conditions and land uses, an update of SMP policies and regulations, completion of a cumulative impacts assessment and preparation of a restoration plan. Environment designations and development and design guidelines will be reviewed and revised as needed. A public participation program will be integrated into the SMP update process. Inter-jurisdictional coordination with neighboring Cities, Counties, other agencies and local activities is required to facilitate SMP development. All pertinent activities shall be in conformance with General and Special Terms and Conditions of the Ecology SMP grant agreement.

The City’s SMP grant application, Ecology’s terms and conditions of the SMP grant agreement, RFQ for SMP update, comprehensive plan, and municipal code are available for review on the City’s website www.cityofkenmore.com or at City Hall during regular business hours. Submittal of Statement of Qualification (SOQ) proposals in response to the RFQ for the SMP must be received at Kenmore City Hall by August 31, 2007 at 4.30 p.m.
