About Community Development The Department of Community Development is responsible for providing information to the public about the City's land use, environmental and subdivision regulations and policies; and current and past land use applications. Planning is responsible for reviewing land use applications for changing property zoning, land subdivisions, conditional use permits, variances and for compliance with zoning, subdivision and environmental regulations and policies for approval by the Director of Community Development or the Hearing Examiner. Planning also involves developing amendments to the City's zoning, environmental or subdivision regulations and developing new land use regulations for adoption by the City Council. The review of land use applications and development permits, public projects and proposed code and comprehensive plan amendments for compliance with the State Environmental Policy Act (SEPA) is the responsibility of all City departments but is managed as part of Planning. Planning also reviews home occupation applications for compliance with zoning regulations; and reviewing applications for special events such as art shows, festivals, parades and others for compliance with zoning code standards and regulations.
