Parks and Recreation Master Plan

December 2003 Project Status Report

Background:

The Kenmore City Council adopted the City’s first Park’s and Recreation Master Plan in April 2003.  The Plan includes a series of recommendations regarding actions the City should take to increase the availability of park and recreation facilities and services to Kenmore residents.  The Plan prioritizes improvements to existing City parks while also recommending that the City take advantage of some key property acquisitions when properties become available and when grant funding can be leveraged to stretch limited City resources.  The Plan recommends that the City not become a direct provider of recreation services, but should partner with existing providers so that the availability of these services to Kenmore residents can be increased.

The Plan includes twenty-year, six-year and two-year capital project lists.  Based upon current City revenues, some sort of voted tax levy or bond issue would likely be necessary to complete all of the projects on the lists.  Council has chosen to implement all of the projects on the two-year list using existing City revenues.  After two years (2005), Council will then consider possible funding sources for implementation of the remaining capital projects.

Status:

Implement the two year short term projects.   The budget for 2004 includes a staff position, which will be charged with implementation of the plan including overseeing the installation of new/improved playground equipment in several parks and the completion of a master plan for Logboom Park and one other park in 2004. In 2005, Council will consider additional funding sources for park projects.
